What the operator actually publishes

Most casino licensing pages, including earlier versions of this one, list a handful of well-known regulators and attach none of them to anything. This brand does better than that: its own site carries a full statement, and it is worth quoting rather than paraphrasing. As found on 27 August 2026:

“Gunsbet.com is owned and operated by Novatrix SRL that is incorporated under the laws of Costa Rica with company registration number 3-102-893958 … operating under E-gaming license No. 0000002 issued by Tobique Gaming Commission.”

A named company, a registration number and a licence number: those are the three things that make a licensing claim checkable at all, and most brands publish none of them.

Costa Rica is not the licence — and this trips people up

The single most common misreading of a statement like this is to treat “incorporated in Costa Rica” as though it were the licence. It is not, and the distinction matters.

Costa Rica does not issue gambling licences. A company can be registered there and hold a general business permit, but there is no Costa Rican gambling regulator that vets operators, audits games or hears player complaints. That is why you will often see “Costa Rica” in casino footers with no number beside it — there is no number to give.

So the statement above splits into two separate facts that should be read separately:

• Where the company is registered — Costa Rica, number 3-102-893958. This tells you which legal entity stands behind the site and where it was formed. It says nothing about gambling oversight.
• Who licensed the gambling — the Tobique Gaming Commission, licence 0000002. This is the part that would, in principle, give a complaint somewhere to go.

Reading them as one thing produces a false impression in both directions: it credits Costa Rica with oversight it does not provide, and it obscures the body that is actually named.

What we could not confirm

We tried to check the licence number against the body that issued it, and could not.

The Tobique Gaming Commission website returned HTTP 521 to our requests on the date of this check. That specific code means the front-end reached the service but the server behind it did not answer — the site is down rather than blocking us or missing entirely. No register lookup was possible.

Two further observations, offered as context rather than conclusions. The Tobique Gaming Commission is a young licensing body, and the licence number here — 0000002 — is a very low serial, which is consistent with an early licensee of a new regulator rather than with a long-established record. And a licence body whose own site is unreachable is, at that moment, not somewhere a complaint can practically be taken.

None of that makes the claim untrue. It means the check is incomplete, which is a different statement from either “verified” or “false”, and we are not going to collapse the difference.

Which address is the operator’s

Worth knowing before you look for that footer yourself, because the brand’s addresses do not behave alike:

The first two rows are the same brand on the same domain, differing only by the www prefix — and they return different things. If you check a casino and meet a maintenance page, trying the other form of the address is worth thirty seconds before drawing conclusions.

How to check a casino licence yourself

1. Find the statement in the footer and separate the two facts in it: where the company is registered, and who issued the gambling licence. They are frequently different countries.
2. Take the licence number to the issuing body’s own register — not to a seal image, and not to a different regulator.
3. Check the entry is current. Records carry dates, and one can exist while expired.
4. Read the domain list in the record and compare it with the address in your browser.
5. Match the company name against the one in the site’s terms and conditions.
6. Note whether the regulator is reachable at all. A body you cannot contact is not a route for a complaint, whatever its licence says.

What a licence does and does not guarantee

• It gives a complaint somewhere to go — provided the body exists and answers. That is the main practical benefit and the reason the company name matters as much as the number.
• It usually imposes testing obligations on random number generators and published return-to-player figures.
• It does not set bonus terms. Wagering multiples, cashout caps and bet limits are the operator’s choice.
• It does not make regulators equivalent. A young commission and a long-established authority differ enormously in enforcement capacity, whatever the paperwork looks like.
• It does not follow the brand. Protection attaches to the domains in the record.
